Throughout his professional career, he has participated in the design, interpretation, and implementation of regulatory frameworks, as well as in the drafting and defense of administrative acts and decisions of institutional and economic significance.

He has extensive experience in administrative proceedings, sanctioning proceedings, administrative appeals, sector-specific regulation, and legal defense before administrative, judicial, and constitutional authorities. He has a strong understanding of public policy and the functioning of public administration, developed through professional experience in both the public and private sectors. He holds Master’s studies in Public Policy Management, together with postgraduate training in Administrative Law, Telecommunications, and Higher Education. He is also a university lecturer in General Theory of Law and Administrative Law.
